It is an honor to step into the role of Special Master on an interim basis while the process to identify Rupa Bhattacharyya’s permanent successor is identified.  I have been a career civil service attorney with the Department of Justice since 1998, and have managed several Civil Division components for temporary periods, including the branch that has responsibility over the operations of the VCF.  In that capacity, I’ve worked with Rupa to help address issues that arise in the management of the VCF and am familiar with its functions and operation.  I look forward to working with the VCF aga

Message from the Special Master – Kimberly (Kim) C. Brown Joins the VCF as the Director of Operations

Kimberly (Kim) C. Brown has joined the VCF as the Director of Operations. In this new position, Kim will focus on overseeing the VCF’s day-to-day operations in areas such as the Helpline and the processing of hard copy mail, identifying opportunities for innovation as the VCF continues to move into its long-term status stemming from the passage of the VCF Permanent Authorization Act.

VCF 2021 Annual Report

The VCF released its tenth Annual Report, which details how the VCF team successfully navigated challenges in addition to those created by COVID-19,  maintained steady productivity, and completed another successful year in service to the 9/11 community, awarding nearly $1.5 billion, in 2021.

In commemoration of the 20th anniversary of 9/11, the report features an array of images of memorials and monuments created around the world to honor those whose lives were forever impacted by the events of September 11, 2001.

The VCF successfully navigated another highly productive year in 2021, in a year that saw not one but two significant anniversaries: the 10th anniversary of the passage of the Zadroga Act, which created in the VCF, in January, and then the solemn reminder months later that twenty years have passed since the September 11, 2001, terrorist attacks.

Dear Friends: This year, as we commemorate the 19th anniversary of the September 11th attacks, we do so with even heavier hearts as we see the added struggle of those with 9/11-related health conditions, and the particularly severe impact of COVID-19 in New York. We realize that in the months ahead, we are likely to see claims on behalf of those who have a 9/11-related condition and have suffered or died as a result of COVID-19. I want to take this opportunity to assure the 9/11 community that, as with all claims, we will review each case on its own facts in view of the laws governing the VCF. We have posted to our website a specific FAQ that explains how the VCF will evaluate claims where COVID-19 may have been a factor in an individual’s death, and we will be updating this information as needed.

1.8 If an individual with an eligible 9/11-related illness passes away, and the death certificate listes COVID-19 as the cause of death,

The law that governs the VCF requires that, in order to be eligible for compensation, the victim must have suffered physical harm or death as a result of the September 11, 2001, terrorist attacks or the debris removal efforts in the immediate aftermath of those attacks.  The VCF generally looks at the victim’s death certificate to see what is listed as the cause of death.

La ley que gobierna el VCF requiere que, para ser elegible para compensación, la víctima debe haber sufrido un daño físico o muerte como resultado de los ataques terroristas, o la remoción y limpieza de escombros inmediatamente después de los ataques del 11 de septiembre de 2001. 2.1 What deadlines do I need to meet when filing my VCF claim?

There are two deadlines in the claim filing process – the first is the Registration Deadline and the second is the Claim Filing Deadline.  Registration is not the same as filing a claim and the deadline varies according to claim type and individual circumstances.  To understand what is applicable to your situation, please see detailed information about the VCF’s Registration Deadlines.

The Claim Filing Deadline is the same for everyone:  October 1, 2090.

2.3 Do I need to have my condition(s) certified for treatment by the WTC Health Program before I can register with the VCF?

No, you do not need to be certified for treatment by the WTC Health Program in order to register with the VCF. You can register at any time – either online, or by calling our Helpline at 1-855-885-1555, so long as you do so before your Registration Deadline.  Registering with the VCF preserves your right to file a claim, either now or at some point in the future.

Hay dos plazos en el proceso de presentar un reclamo –  el primero es el plazo para registrase y el segundo es el plazo para presentar un reclamo. Registrase no es el mismo que presentar un reclamo y el plazo varía de acuerdo las circunstancias particulares de cada individuo.
