It is one of the great privileges of my career to lead the incredible team at the VCF.  As I mark my second anniversary as Special Master, I want to share some critical milestones in our work serving the 9/11 community. In the VCF 2024 Annual Report we announced that the VCF has awarded more than $14.9 billion to over 65,600 claimants since re-opening in October 2011. My staff has been working tirelessly to achieve this level of accomplishment and continues to innovate and streamline processes on behalf of our claimants.

VCF 2024 Annual Report

This report is a summary of the September 11th Victim Compensation Fund’s 13th year, and highlights the Fund’s focus on an improved claimant experience. Throughout 2024, the VCF updated a number of processes and policies to ensure fairness and equity for all claimants, and maintained its strong and steady focus on outreach efforts. The VCF also launched its Interactive Presence Guide, an easy-to-use tool that helps claimants identify the specific documents they need to provide in order to prove presence at an eligible location based on their individual circumstances. In its first month, the guide was used by over 3,000 individuals. Rounding out the year’s significant progress is the new milestone of awarding $14.9 billion to over 65,600 claimants since the VCF re-opened in October of 2011.

As the VCF has completed its 13th year of operations, the mission remains straightforward - to serve those who continue to be affected by the terrorist attacks of September 11, 2001. First, and foremost, is our responsibility to review claims as quickly and fairly as possible. I am proud to report that in 2024, the VCF notified claimants of over 11,500 award determinations, with more than $1.9 billion awarded. This level of accomplishment is made possible by the tireless dedication of the entire VCF team.

As we commemorate the 23rd anniversary of the terrorist attacks on the United States on September 11th, we reflect on the profound loss and the enduring impact that day has had.  While the resilience and collective healing within the 9/11 community are a paragon of strength and bravery, far too many individuals and families continue to suffer from the long-term health effects of these attacks.

A Message from the Special Master

I was very proud to step into the role of Special Master in March 2023, particularly as a native New Yorker and someone who was raised to respect and value public service. In the months since, I have been struck by many things that I hadn’t fully anticipated – chief among them the need to inform the public about the VCF and to ensure that every person who might be eligible for a VCF award is aware of the program and has the resources and support they need to register and file a claim.

VCF 2023 Annual Report

This report summarizes the VCF’s 12th year of operation, and focuses on the significant changes, challenges, and achievements of 2023. With the appointment of permanent Special Master Allison Turkel in March, the VCF began a new era of leadership, continuing to focus on the needs of the 9/11 community and building the tools to support the program’s longevity. The Fund hit new milestones, awarding $12.8 billion to over 56,600 claimants since re-opening in October 2011. In addition, in 2023 the VCF decided more claims and issued more award dollars than in any previous year.
